Swiss School of Public Governance
The Swiss School of Public Governance (SSPG) offers two CAS programmes: The CAS ETH PGA with a focus on governance issues and the CAS ETH IPA with an emphasis on public administration within competitive international environments.
Whether you are a disaster relief specialist for the International Committee of the Red Cross, an analyst at the Reserve Bank of India or a project manager with the South African National Research Foundation, you face similar challenges as you transition into higher levels of responsibility. For these roles you need the ability to dissect multidimensional policy issues, the tools to lead effectively outside your specific area of expertise, and a vision for effective governance in an age of interconnectivity and technological disruption.
This unique and intense certificate programme is designed specifically for aspiring public sector leaders and aims to enhance knowledge, skills and confidence across these three critical dimensions. A particular emphasis is placed on the challenges and opportunities afforded by new technologies throughout the course.

Federal, cantonal and communal projects, as well as those of quasi-governmental organisations, increasingly encompass an international dimension. Whether you are negotiating with the EU on behalf of the BAFU or planning a new water management strategy for the city of Geneva, you will be forced to engage with partners, authorities and companies abroad. This Certificate of Advanced Studies in International Policy and Advocacy (CAS IPA) provides you with the necessary practical insights and analytical tools to effectively manage such projects and to define and assert your institution’s interests internationally.
The programme provides a foundational overview of global geopolitical and economic trends. The CAS IPA also emphasises key governance and administrative skills, with a primary focus on negotiations. It fosters an interdisciplinary approach to policy-making and stimulates networking across administrative and regional areas.
Target Group
Mid to senior personnel within the Swiss public and quasi-governmental sector, as well as senior professionals from NGOs and international organisations. Private sector professionals working in government and regulatory affairs are equally encouraged to apply.
